Espoo schools PPP project

In June 2020, the City of Espoo signed a major service contract with a private project company for the procurement of five schools and three kindergartens under the PPP (Public Private Partnership) model. In autumn 2019, the City of Espoo selected a project company consisting of YIT and Meridiam Investments II, after a competitive tender, to design, build, finance and maintain the schools and day-care centres for 20 years.

Espoo’s new way of procuring schools and day-care centres as a full-service project has attracted international interest, as it is the first PPP project in Finland in the municipal and commercial construction sectors. In this model, a private project company is responsible for the design, implementation, financing and maintenance of the facilities as a service provider, freeing up valuable resources from the design of individual facilities for other activities. By transferring most of the risk to the service provider, the model encourages adherence to schedule and cost-effective solutions. The sites also return to the city in good condition at the end of the contract period.

The schools and kindergartens are located in different parts of Espoo. The first three sites to be implemented are the Pohjois-Tapiola School, the Perkkaa School and Youth Centre and the Nauriskaski School. The aim is to complete all three schools during 2022. The other sites to be built in the same way are the Perkkaa kindergarten, the Nöykkiönniitty kindergarten, the Kilo school and kindergarten and the primary school part of the Kuitinmäki school, which will be built between 2021 and 2023. These sites will provide facilities for almost 4 000 children.

“The service contract for the largest school project in the City of Espoo to date has been under intensive preparation since autumn 2018. With the conclusion of the contract, the pioneering work of a new type of procurement model in Espoo and Finland has reached an important stage,” says Olli Isotalo, Director of Espoo’s Technical Office.
