The municipality of Tuusula has signed a contract with a consortium represented by Fira Rakennus Oy and Caverion Suomi Oy to implement the Rykmentinpuisto multi-purpose building as a life-cycle project.
CAPEX Advisors acted as an advisor to the municipality of Tuusula in the procurement process, with responsibility for project management, financial expert services, design management and, together with Ramboll and Otakon Pohjanmaa Oy, technical expert services. Krogerus was the legal partner of CAPEX Advisors.
School for over 1000 pupils and option for kindergarten extension
The site will comprise more than 12 000 m2 of gross floor area for a two-series pre-school, a three-series primary school and a six-series secondary school. The school has a capacity of 836 pupils. There is also a 19-pupil special education unit for 152 pupils. The municipality of Tuusula also has an option to expand the site with a kindergarten for 8 children (168 children). Outside school hours, the campus facilities can be used by other user groups in the municipality, such as clubs, associations and adult education centres.
In addition to the design and construction of the site, the contract includes the maintenance of the finished building, cleaning, janitorial services and grounds maintenance for a period of twenty years.

The life cycle model offers several benefits to the municipality of Tuusula, unlike the traditional construction model. In the life cycle model, the consideration of energy costs and life cycle maintenance, among other things, encourages the service provider to choose energy-efficient and low-carbon solutions that take the long term into account. A 160 kWp photovoltaic power plant will be installed on the roof. In addition, a heat pump will be installed to provide heat for underfloor heating and cold for summer cooling.
In addition, the contractual responsibility of the service provider for the long-term maintenance of the building will ensure that the building will remain in good condition at the end of the service period.
